I don’t think “point-to-link connection” is a thing. I think you’re thinking of the point-to-point connection between the two sites, which is different from the point-to point connection. In order for two websites to link to each other, they have to have the same URL (not the same domain).
When a site does not have a point-to-link connection, then this site will not link to the other site. The reason why this site does not link to the other site is because this site does not have a point-to-link connection.
