Basically, this feature provides the Android device that you’re running an application on a “secure” option. By having an option to prevent the startup of your app when it’s not connected to the internet, you can prevent the startup of your applications from being sent to the background.
This is a very clever idea, and I imagine will be incredibly useful for anyone running an offline-first app that would otherwise be unable to access their data. I mean, anyone who runs an app that downloads data from the Internet and then stores it offline needs an option to keep that data safe.
On the other hand, disabling the startup of your Android app when it’s not connected to the Internet just makes it so you can’t access anything. Granted, it would still be really cool if it were possible to turn off the startup of an app that would otherwise be unable to access its data.

Well, in the end, we’ve been trying to disable the startup of apps for a while now. The problem is that most people don’t know the first thing about disabling Android apps. You need to know a little about both Android and Windows Mobile and have the patience to go through instructions.
The problem is that Android is no longer a secure environment, so you will see a lot of “fakes” and hacked apps on the market and to disable them, you need root access to the phone. With Windows Mobile apps, the most popular method is to use a third party, but there are other ways, and you can either use a utility called Titanium Backup to help with that or you can use a third-party app called UninstallApps to help you clean up the mess.
